Call for European eGovernment Awards 2009: submission online.The European Commission invites local, regional and national public sectors organisations to submit their Information and Communication Technologies (ICT) cases to the European eGovernment Awards 2009. Your good practice cases and experience will highlight how ICT can improve service delivery to citizens and businesses across Europe. The finalists and winners of the European eGovernment Awards will be selected by a panel of independent experts. Commission fights late payments.Despite some improvements during the past years, late payments in commercial transactions between companies or between businesses and public authorities still happen in the EU. This hampers the development of business and is even responsible for bankruptcies of otherwise viable companies, notably if they are Small- or Medium-Sized Enterprises (SMEs). Unfortunately up to now the payment culture of public authorities is not always applaudable. Call for proposals for actions in the field of energy under the ‘Intelligent Energy — Europe’ Programme (Decision 1639/2006/EC of the European Parliament and of the Council of 24.10.2006, OJ L 310/15 of 9.11.2006) (2009/C 81/09) Intelligent Energy – Europe covers action in the following fields:

  • Energy efficiency and rational use of resources (SAVE), including:  improving energy efficiency and the rational use of energy, in particular in the building and industry sectors; supporting the preparation and application of legislative measures.
  • New and renewable energy resources (ALTENER), including: promoting new and renewable energy sources for centralised and decentralised production of electricity, heat and cooling, and biofuels, thus supporting the diversification of energy sources;  integrating new and renewable energy sources into the local environment and the energy systems; supporting the preparation and application of legislative measures.

Call for proposals — DG ENTR No ENT/ERA/09/311-Erasmus for young entrepreneurs (2009/C 83/10). This call for proposals aims to help new EU entrepreneurs enrich their experiences, learning and networking by spending periods in enterprises run by experienced entrepreneurs in other EU Member States. The call comprises two lots with two types of activity:

  • Lot 1: European partnerships and national and regional public authorities enhancing and facilitating the mobility of nascent entrepreneurs.
  • Lot 2: Support, coordination and networking linked to the activities mentioned in Lot 1.

Implementation of an initial GMES/Kopernikus service for geospatial reference data access Reference data are vital both to GMES/Kopernikus core and downstream services (in particular emergency response, land, atmosphere and security services) and to end-user applications in order to provide the basic geographic framework on top of which additional (thematic) spatial information can be produced and disclosed (e.g. land use/land cover maps, asset maps and damage assessment maps in response to crisis). Reference data are typically provided by data providers on regional or national level. Within Europe the states are obliged to make this data accessible in accordance with the Inspire Directive. In order to take full benefit from the data available it is necessary to provide a central service to access these reference data providers in a unified manner. The Trans-European Transport Network (TEN-T) Executive Agency will hold an information day on the TEN-T calls for proposals 2009. Robots and scientists thinking together .Scientists in the UK have incorporated artificial intelligence (AI) and a sophisticated set of algorithms into a robot, named Adam, that can develop hypotheses and carry out a whole scientific experimentation cycle. The research, published in the journal Science, paves the way for dramatically increasing the rate of scientific progress.
