Proposals playing a precursor role for other European programmes and/or initiated by early-stage researchers are especially welcome. http://www.cost.eu/participate/open_call

10 – 13 October 2011, Brussels, Belgium Regional Innovation through the Future Internet Public Private Partnership. Europe needs strong measures to boost its economic growth through productivity and innovation for job creation in the coming years. It is widely recognized that the autonomous activities of single organizations cannot produce those radical, cross-disciplinary and architectural innovations that sufficiently address the need for public sector transformation in Europe. The use of advanced technologies and the promotion of innovation has become a cornerstone of European policy making. Next to an obvious R&D focus, EU innovation policy also incorporates a deployment and piloting perspective. http://ec.europa.eu/regional_policy/conferences/od2011/side_events.cfm?nmenu=90%E2%8A%82=9000

NEWS
Europeans prefer all in one ‘packages’ for internet, phone and TV.
Four out of ten Europeans households are buying “bundled” internet, phone and TV services from a single provider, a new Eurobarometer survey shows. The survey also found that 65% of people limit their mobile phone calls because of cost and that calls over the Internet are becoming increasingly popular. The E-Communications Household Survey was carried out between 9 February and 8 March 2011 using a sample of 27,000 households that are representative of the EU population. http://europa.eu/rapid/pressReleasesAction.do?reference=IP/11/858&format=HTML&aged=0&language=EN&guiLanguage=en

Commission consults on practical rules for notifying personal data breaches. The views of telecoms operators, Internet service providers, Member States, national data protection authorities consumer organisations and other interested parties are being sought by the European Commission on whether additional practical rules are needed to make sure that personal data breaches are notified in a consistent way across the EU. The revised ePrivacy Directive (2009/136/EC), which entered into force on 25 May 2011 as part of a package of new EU telecoms rules, requires operators and Internet service providers to inform, without undue delay, national authorities and their customers about breaches of personal data that they hold. http://ec.europa.eu/information_society/newsroom/cf/itemdetail.cfm?item_id=7173&utm_campaign=isp&utm_medium=rss&utm_source=newsroom&utm_content=type-news

Addressing the challenges of an ageing population. The European Commission calls on EU Member States to develop and pursue a common vision on how to coordinate research at EU level in the field of ageing. This was the message of a Recommendation just adopted by the Commission entitled “More years, better lives – the potential and challenges of demographic change”. The Recommendation urges Member States to participate in a Joint Programming Initiative on ageing populations in research areas such as how to retain people in the labour market, how to help older people remain active for as long as possible, in good health and with a better quality of life and how to make our future care systems sustainable. http://europa.eu/rapid/pressReleasesAction.do?reference=IP/11/889&format=HTML&aged=0&language=EN&guiLanguage=en

More open access to scientific information – Commission seeks views. A public consultation on access to, and preservation of, digital scientific information has been launched by the European Commission on the initiative of European Commission Vice President for the Digital Agenda Neelie Kroes and Commissioner for Research and Innovation, Máire Geoghegan-Quinn. European researchers, engineers and entrepreneurs must have easy and fast access to scientific information, to compete on an equal footing with their counterparts across the world. Modern digital infrastructures can play a key role in facilitating access. However, a number of challenges remain, such as high and rising subscription prices to scientific publications, an ever-growing volume of scientific data, and the need to select, curate and preserve research outputs. Open access, defined as free access to scholarly content over the Internet, can help address this. Scientists, research funding organisations, universities, and other interested parties are invited to send their contributions on how to improve access to scientific information. The consultation will run until 9 September 2011. Accessing and re-using knowledge is a key objective of the Digital Agenda for Europe and the Innovation Union. http://europa.eu/rapid/pressReleasesAction.do?reference=IP/11/890&format=HTML&aged=0&language=EN&guiLanguage=en

Overview of HaptiMap project – Haptic, Audio and Visual Interfaces for Maps and Location Based Services. If you are walking or cycling, and don’t want to (or are unable to) spend most of the time focusing on a screen, the use of mobile devices tends to be a frustrating experience. The same is true in bright sunlight or if your eyesight just isn’t good enough to see every detail on the mobile screen. The HaptiMap project will enable digital maps and mobile location based services to be accessible to a wide range of users by using several senses like touch, hearing and vision. HaptiMap is a project which receives financial support from the Seventh Framework Programme. An overview of work done in the second year of the project is now available. http://ec.europa.eu/information_society/newsroom/cf/itemdetail.cfm?item_id=7158&utm_campaign=isp&utm_medium=rss&utm_source=newsroom&utm_content=type-news

Commission consults on how best to seize the opportunities for TV and film in the online age. Digital technology and the internet are rapidly changing the way in which audiovisual works are produced, marketed, and distributed. Consumers increasingly expect to be able to watch anything, anywhere, any time and via any one of a number of devices (TV, personal computer, games console, mobile media device). Business models have to evolve rapidly to keep pace with the ever faster pace of technological change which offers new opportunities for creators and distributors and also new consumer expectations and ultimately more growth and jobs. http://europa.eu/rapid/pressReleasesAction.do?reference=IP/11/868&format=HTML&aged=0&language=EN&guiLanguage=en
